MODULE: Public Policy & Administration

Program delivered by distance learning higher education up to a maximum of 42 credits. This module may be combined or completed with other online university courses from this faculty.

DESCRIPTION:

This program focuses on comprehensive understanding of public administration, including the nature of public administration, organization theory, public personnel administration, financial administration, administrative responsibility and international administration. It also covers the "reinventing government" movement and its clash with traditional values of public administration. It looks at changing interpretations of government corruption and explains the differences between the public and private organizations. It describes all of the major models of public policy making and links content with the traditions of political science. This program provides an analysis of government's development in various countries.

This module is applicable to Specialist, Expert, Bachelor's, Master's and Ph.D. (Doctor) Programs. This distance learning degree program is designed at the postgraduate level – Master’s or Doctoral. This module may be easily adapted to complete the Specialist, Expert or Bachelor’s adult degree program requirements. A further option is the enrollment into the online university courses listed in this module.

* University Course (3 credits): Select 1 subject from this module.

* Specialist Diploma (15 credits): First 5 subjects or select 5 subjects from this module.

* Expert Diploma (21 credits): First 7 subjects or select 7 subjects from this module.

* Bachelor's Degree (130 credits): The Admission certificate issued after submission of the application for admission will show the amount of credit transferred and validated from previous education and experience, and the amount of credits required to complete this undergraduate program's major. Additional courses from other modules of this faculty will be assigned in case that the credits displayed on this module are not enough to complete the bachelor's required credits.

* Master's Degree (35 credits): Select from 3 to 9 subjects from this module depending on the amount of credits transferred from previous education and experience. Add 13 credits corresponding to a final project to the selected subjects.

* Ph.D. (Doctor) (45 credits): Select from 3 to 9 subjects from this module depending on the amount of credits transferred from previous education and experience. Add 18 credits corresponding to a final thesis to the selected subjects.

BIU issues an admission certificate after receiving your complete application for admission. This document will show the amount of credits transferred and validated from previous education and experience, and the amount of credits required to complete the degree program's major. BIU can not perform this evaluation without the complete application for admission.

Organizational Administration

The course surveys the field of organizational theory, including the historical underpinnings of the field, the nature of bureaucracy, evolving organizational structures and design, the organization-environment interface, multiple stakeholders, and power and influence in the emerging organization.

Economic Development

This course deals with the performance and problems of developing countries in relation to growth, employment, structural change, and human development. It analyzes several theories and paradigms of development, sources of economic growth and policies to promote industrialization, trade and sustainability. It considers different development strategies adopted by several countries.

Health Care Administration

This course explores the management processes and roles of public health professionals; health service organization; policy issues, resources utilization and control; human resources management; and public health trends. It discusses current issues affecting health and health care delivery.

Community & Social Development

This course deals with the sociological factors involved in the development and evolution of society and the community. It explains how to deal with economic, health and social problems, and considers cross cultural social perspectives and diversity in all its forms. It deals with the process of managing and integrating the experience and trajectory of a community towards a new and better global welfare.

Public Policy

This course focuses on the analysis techniques for policy-making or research in public or private administration. Topics are selected from statistics, economics, management science, and information systems. It explains the development of theory of bureaucracy; social issues; ethics and morality in public bureaucracy; and new bureaucratic structures and processes.

International Public Law

This course examines scope and role of administrative regulation of an by governmental agencies; it explores constitutional principles which limit administrative power and administrative law which governs conflict between administrative agencies and their constituencies; rulemaking, judicial review and informed regulatory processes of importance to public officials.

Public Personnel Administration

This course focuses on developing theories and techniques of personnel management in the public sector. Structure, role and evolution of the Civil Service, current personnel policies, and formal tasks e.g. examination, recruitment, position classification, and collective bargaining.

Public Budgeting & Finance

This course explains operations and functions of public finance; Reasons for governmental intervention, inter sector resource allocation, welfare economics, taxation budget. Special emphasis is placed upon intergovernmental relations which explain the fiscal relations between central government and local governments. Public budgeting considers legal, political, social, and administrative perspectives.

Urban Affairs & Public Policy

This course explores urban policy concerning the major problems confronting cities and metropolitan regions today. It examines the means and consequences of public intervention in urban land, housing, and transportation to manage traffic and urban development, its life cycle, expansion and decay. It considers the effects of economic globalization, income inequality, and metropolitan decentralization.

Public Health

This course deals with the philosophy, history, and principles of public health, the organization and structure of public health agencies, and the functions of public health services. It examines health promotion, disease prevention, the social, cultural and environmental factors that influence health, disease, and illness.

Microfinance & Microcredits

This course deals with the effects of microfinance and microcredits in getting undeveloped communities out of poverty cycle, and in contributing to economic growth, employment, structural change, human development and sustainability in different cultural environments. It considers different development strategies adopted by several countries through microfinance and microcredits.

Management Information Systems

This course analyzes information systems and their role in organizations. It focuses on the management of information resources for optimum performance. It reviews hardware, software, data storage, and telecommunication technologies, and considers the issues of emerging technologies, social and ethical concerns, security and control. It explains the best use of computers to minimize cost and optimize results.

Comparative Public Policy

This course is an extensive, multidisciplinary exposure to concepts and models of public administration in different countries. It explores the role of the military, bureaucracy and traditional elite in development; and practices and concepts of strategies for effective change.
